Senate GOP Back Trump's Proposal to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Federal Closure

The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

Trump's Proposal from Florida Resort

As weekend session got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to end the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some observers indicated that the essence of such a plan would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough support in 2017.
